New NEB calls
The Commission recently adopted an amendment to the Horizon Europe main work programme 2026-2027, which allocated an additional €500 million to Horizon Europe for 2026-2027, bringing the total budget for the two years to around €14.8 billion. The amended NEB Facility part of the Horizon Europe “main” work programme 2026-2027 now includes two new funding opportunities to support the NEB Academy:
- HORIZON-NEB-2027-01-REGEN-04: Enabling environments for a sustainable and circular construction sector – Innovation Action – Opens 5 May 2027 and closes 1 December 2027.
- and a further €2 million public procurement for the NEB Academy Coordination and Support Centre. This will help connect skills development, research and innovation, and real-world experimentation, strengthening the Academy as an integrated learning system for the transition of the construction sector
These two actions replace the topic HORIZON-NEB-2027-01-REGEN-03 “Revitalising neighbourhoods around existing railway and motorway corridors”, which is therefore cancelled.
Further Details
HORIZON-NEB-2027-01-REGEN-04: Enabling environments for a sustainable and circular construction sector
Budget: €9 million (approximately €4.5m per project; with 2 projects expected to be financed).
Project results are expected to contribute to all the following expected outcomes:
- Demonstrated environments that effectively enable the testing, validation, deployment and upscaling of NEB-aligned innovative construction solutions are available to construction companies.
- Insights, data, evidence for replication and policy uptake, and practical blueprints are generated on the design, implementation and effectiveness of enabling environments and feed the three pillars of the NEB Academy.
The full text of the topic is published on pages 56-59 in the amended NEB Facility part of Horizon Europe main WP 2026-2027 and on the Funding & Tenders portal.
Other actions not subject to calls for proposals: NEB Academy Coordination and Support Centre
This will be a public procurement process not a call for projects. A call for tenders will be published to which interested parties will be able to submit their offers. A Prior Information Notice (PIN) will precede the publication of the call. We will share the PIN once published.
The NEB Academy Coordination and Support Center will aim to support the coherent development, effective functioning, and recognition of the NEB Academy in its next phase. It will do so by strengthening its capacity to valorise R&I knowledge, ensuring that it is translated into operational formats, supports skills development and used to accelerate innovation uptake, leading to the transformation of the built and lived environment.
The tender is expected to be published in the last quarter of 2026. The budget for the tender will be €2 million.
